Military Installation Sustainability Tools and Studies

The following tools and studies were developed to assist communities achieve compatibility with the Youngstown ARS as part of the Military Installation Sustainability project. The tools were developed per recommendations of the 2019 Joint Land Use Study for the Youngstown ARS.

Military Land Use Compatibility Checklists

Military Compatibility Checklists provide guidance on the types of development actions by a township, city or village that may be a compatibility issue with the Youngstown ARS. The checklists are provided alphabetically below for communities closest to Youngstown ARS that can have an impact on military activities or be impacted by military activities.


Interactive Maximum Buildable Heights Calculator

The interactive Height Hazard Calculator is an online tool that allows you to check the maximum buildable height for a structure or type in a structure height to determine whether it complies with the Imaginary Surfaces for the runways at the Youngstown-Warren Regional Airport used by Youngstown ARS. Locations can be searched by zooming in on the map, by entering an address, or by typing in location coordinates. A link to the Calculator is provided below.

Light Pollution Study

The Light Pollution Study provides an assessment of ambient lighting impacts under different future development scenarios on the Youngstown ARS night flying training mission and nighttime operations at the Youngstown-Warren Regional Airport.

The High School Relocation Feasibility Study looks at impacts of military operations on the school, existing conditions of the school facility, potential locations for a new school facility, and recommendations for a relocation might be accomplished.

Comprehensive Plan Military Compatibility Elements and Zoning Overlay Districts

The Comprehensive Plan Military Compatibility Elements provide tailored compatibility policy guidance for the 26 cities, townships, and villages to incorporate into their Comprehensive Plans. The Military Compatibility Area Overlay Zoning Districts provide land use controls specific to Military Compatibility Areas that extend into each township, city, and village. Military Installation Sustainability

In August 2020, the Youngstown Air Reserve Station (YARS) Military Installation Sustainability (MIS) Joint Land Use Study Implementation Project was awarded to Matrix Design Group by Trumbull County, Ohio. The JLUS Implementation Project will develop tools, processes, and partnerships to enable the stakeholders to implement several of the key strategies and recommendations identified in the completed JLUS.

Joint Land Use Study

The Youngstown ARS (YARS) Joint Land Use Study (JLUS) project is a joint effort led by Trumbull County with support of Vienna Township, Fowler Township, and Youngstown ARS. The project also includes a broad group of stakeholders and participating organizations that comprise the Policy and Technical Committees involved in the project development.


Final Youngstown ARS Joint Land Use Study

The JLUS Policy Committee accepted the Final Youngstown Joint Land Use Study (JLUS) at a meeting on September 3rd, 2019. The final JLUS Report, Background Report and Executive Summary can be viewed by clicking on the cover images below.
