Military Installation Sustainability

The Youngstown Air Reserve Station (YARS) Military Installation Sustainability (MIS) Policy Committee accepted the Final Youngstown ARS Joint Land Use Study (JLUS) at a meeting on September 3rd, 2019. Goals of the JLUS included:

  • Promoting an orderly transition of community and military land use to ensure compatible activities and operations to the benefit of communities and the military
  • Protecting public health, safety, and welfare
  • Maintaining operational capabilities of YARS

In August 2020, the Youngstown Air Reserve Station (YARS) Military Installation Sustainability (MIS) Joint Land Use Study Implementation Project was awarded to Matrix Design Group by Trumbull County, Ohio. The JLUS Implementation Project will develop tools, processes, and partnerships to enable the stakeholders to implement several of the key strategies and recommendations identified in the completed JLUS.

The primary tasks included in the YARS MIS Project include:

  • Task 1

    Maintain and manage the YARS MIS through project management, administrative support, and a project kick-off meeting with key stakeholders
  • Task 2

    Matrix will develop an Engagement Plan that will detail the path in which involvement will be maintained. Along with the Engagement Plan, multiple awareness deliverables will be produced to bring awareness to the public and stakeholders about specific meetings. There will be a total of four stakeholder meetings and five public meetings.
  • Task 3

    Develop a live, digital 3‐Dimensional Imaginary Surfaces Model Layer within a GIS database tool to be available to the counties, townships, cities, and villages
  • Task 4

    Matrix will develop educational deliverables that the public and key stakeholders can use to build awareness of the project and in-depth knowledge.
  • Task 5

    Matrix will develop the Military Compatibility Area Overlay District (MCAOD) and military compatibility area (MCA) boundaries on Comprehensive Plan future land use maps and incorporate them in Comprehensive Plans Elements.
  • Task 6

    Matrix will develop zoning and guidelines that were established to be necessary in the Youngstown ARS JLUS
  • Task 7

    Matrix will develop studies that were established to be necessary in the Youngstown ARS JLUS
  • Task 8

    Matrix will develop legislation/state provisions that were established to be necessary in the Youngstown ARS JLUS
